Usability is an attribute of any application that refers to the ability and the efficiency with which a user relates to using an application. Accessibility refers to the production of content in such a way that it is made available to as many users as possible, in particular users with disabilities. There have been several initiatives in recent years focused on improving the facilities available to development companies that publish information on the web. The most important of these initiatives is the Web Accessibility Initiative (WAI) by the World Wide Web Consortium (W3C), initially published in 1999 and since endorsed by the European Commission in 2001 and the Irish National Disability Authority in 2002. The WAI guidelines are provided to try to promote accessibility and to enable people to find information on the Web more quickly.
